Picture would benefit from a clean. There is a small area of paint loss between the masts to the right hand side of the picture. A flake of paintloss to the centre. No signs of previous restoration evident from viewing under UV blacklight. There is an indecipherable pencil inscription towards to the top of the back of the frame.
